Overview
Chatham Area Transit (CAT) seeks a customer-focused, innovative, strategic thinker and team player with a strong work ethic to serve as its Chief Administrative Officer (CAO). CAT serves over 1,100 stops in beautiful historic downtown Savannah, Georgia, Chatham County, Garden City, and Port Wentworth, and provides over four million annual passenger trips with a fleet of 61 buses, 32 paratransit vehicles, and four ferries.
The CAO is a C-Suite position that reports directly to the Executive Director/CEO, and is responsible for providing administrative control, guidance, direction, and oversight.
More specifically, the CAO:
- Works as an extension of the CEO, thinking and operating strategically and is responsible for developing, implementing, and maintaining the Enterprise Risk Management program and will be responsible for developing, implementing and maintaining overall business administration activities including the Enterprise Risk Management program, as well as managing Procurement and Contract Administration; Human Resources (including non-operations staff training); Diversity Equity, and Inclusion Program & Equal Employment Opportunity; Labor/Employee Relations support; IT Innovation Performance and Hardware and Software Management; Safety, Security & Risk Management (SMS); Civil Rights/DBE; and Ethics Programs.
- Works collaboratively with other members of the CEO’s Executive Leadership Team to enhance the CAT’s reputation for excellence through best practices reviews, accountability for performance, and continuous improvement.
- Provides risk and compliance support for major initiatives from various business unit integration, vendor management projects, and considerable system/process improvements.
- Investigates trends in insurance industry purchases for the Authority and advises management of current “best practices.”
- Creates and delivers presentations to Executive Management.
- Supports the CFO in developing annual operating and capital budget and spending plans.
- Manages the development of human resources strategies, establishing accountability, recruitment, employment processing, compensation, benefits, company-wide (non-operations) training and development, and records management policies.
- Provides oversight to succession planning and mentoring programs, ethics training, employee relations and retention, and ensures both internal and contractor compliance with ADA, EEO, DBE/SBE/DEI/EEO and Civil Rights programs, as well oversees DEI activities.
Desired Qualifications
- Master’s degree in business administration, Public Administration, or a related field with at least (7)+ years of progressively increased experience in managing resources and staff.
- Proven success in organizational transformation resulting in improved efficiency, effectiveness, and enhanced brand value is a plus.
- Administrative experience in a transportation/transit environment or equivalent public sector organization, with demonstrated personnel management and labor relations knowledge.
- A strong work ethic to produce a focused, dedicated, high-performance work team among internal and external stakeholders, focusing on collaboration, mentoring, nurturing, and delivering exceeded goals.
- Customer-focused, innovative, strategic thinker and team player.
- Excellent interpersonal skills, capable of relating effectively to diverse people, as well as the ability to communicate effectively, both orally and in writing.
