The Greater Cleveland Regional Transit Authority (GCRTA), a public sector multi-modal transit system that operates heavy rail, light rail, local & express bus, and paratransit vehicles in Cleveland, Ohio, all of Cuyahoga County, and parts of Lake and Medina Counties, is looking for a Deputy General Manager (DGM) Finance. The position oversees Accounting, Revenue Collection, Grants Management, Treasury, Business Development, Management & Budget, Procurement, and Support Services.
Cleveland, home to ten Fortune 500 companies, sits along the shores of Lake Erie and the Cuyahoga River and boasts world class cultural, academic, entertainment, recreational, and park facilities in addition to nationally acclaimed professional sports teams: the Browns, Cavaliers, and Guardians.
Operating at a strategic level and as a member of the GCRTA Senior Management Team and reporting directly to the General Manager (GM)/CEO, the DGM Finance will develop plans to increase revenue and control expenditures while identifying investment opportunities that maximize investment earnings.
In addition to reporting to the GM/CEO, this position also is the Secretary-Treasurer and provides board advisory, general support. and monthly financial reporting in a public setting to the GCRTA Board of Trustees. The DGM Finance must be adept at working constructively with external stakeholders and funding partners at the federal, state, and local levels.
Through regular interaction with not only key Finance Division personnel, but all GCRTA divisions, the DGM will identify problem areas that need to be addressed and align the Division’s performance with the Authority’s long-term strategic and financial goals.
The incumbent will also ensure that GCRTA maintains compliance with professional standards, applicable laws & regulations, and policies and procedures.
Successful applicants will possess:
• A Bachelor’s Degree in Accounting, Finance, or related field – Masters Degree a plus.
• Ten or more years of relevant experience or the equivalent in most, if not all of the following disciplines: accounting, budgeting, audit, public finance/bond markets, financial planning, taxation, payroll, benefits, and strategic planning in a government, transit or private sector environment, union workforce environment, including substantial supervisory experience.
• Proficiency in generally accepted accounting principles and auditing standards for interactions with the external and internal auditors – CPA preferred.
• Strong communication, interpersonal, and presentation skills. Experience w/a Policy Board preferred.
• Strong critical thinking and decision-making/problem-solving skills and an ability to explain technical accounting or budgeting concepts in easy-to-understand language for GCRTA staff and the public.
