Overview:
The Rock Island County Metropolitan Mass Transit District, more commonly known as MetroLINK, is a multi-modal transit system headquartered in Moline, Illinois serving the “Quad Cities” in Illinois, is looking for its next CEO/Managing Director.
Moline, situated in the beautiful junction of the Rock and Mississippi rivers, and only a two and a half hour car ride west of Chicago, is a vibrant community and home to the World Headquarters of the Fortune 500 and internationally renowned heavy equipment manufacturer, John Deere.
MetroLINK, a National, State and local award-winning transit system providing Metro bus, paratransit, microtransit, and seasonal passenger ferryboat service, has been recognized as “Best of the Best” by the American Public Transportation Association (APTA).
The system which provides more than 2 million rides annually with a 100% eco-friendly fleet of CNG and electric buses and a team of 160 employees, partners with community, civic, higher education and businesses to increase regional mobility through a strategically focused program of operating improvements and capital investments.
Accordingly, MetroLINK is currently implementing a $70 million capital plan, which includes the continued electrification of its bus fleet and facilities, installing and managing electric car vehicle charging infrastructure for the region, implementing a new contactless fare payment system, upgrading its ferryboat docks, renovating its transit hub, and advocating for passenger rail between Chicago and the Quad Cities.
The CEO/Managing Director is responsible for providing strategic, financial, and operational leadership for all of the above in concert with the Board of Trustees and Senior Leadership team and ensures all such activities are conducted in accordance with established policies as well as federal, state and local laws and regulations.
Responsibilities:
- Manages all aspects of service provision and operations, and acts as a change agent by monitoring and employing emerging industry best practices.
- Oversees the organization’s budget and finances to ensure adequate operating and capital funding is in place in order to meet operating needs and regional mobility requirements.
- Leads and mentors staff to foster growth and ensure effective hiring, training, and compensation plans that retain quality talent and manage a productive and competitive workforce development environment.
- Establishes co-operative working relationship with MetroLINK’s represented workforce, overseeing labor management strategic initiatives and the collective bargaining process.
- Manages relationships and builds partnerships with a variety of stakeholders, including community and political leaders, policy makers, government officials, regulators, and key transit industry leaders.
- Works closely with the Board and Senior Leadership staff in developing and implementing Metrolink’s strategic plan.
Qualifications:
- Bachelor’s Degree from an accredited college or university in Planning, Public Administration, Business Administration, Transportation, or a related field. Master’s Degree preferred.
- Minimum of fifteen (15) years of progressively responsible management experience, preferably in public transportation operation, administration, planning, and/or a maintenance environment, with a minimum of five (5) years of supervisory experience OR an equivalent combination of education, training, and experience.
- Customer focused strategic thinker, change agent, and problem solver, with proven leadership, financial management/budgeting, analysis, procurement, and policy & procedure development expertise.
- Possess a high level of personal and professional ethics and integrity and be committed to the organization’s culture and values.
- Proven success in organizational transformation resulting in improved efficiency, effectiveness, and enhanced brand value.
- A history of advocacy at all levels of government to ensure funding support for MetroLINK’s fundamental operation.
- Collective bargaining/negotiations experience.
- Excellent interpersonal skills with both internal staff and external stakeholders.
- Strong oral and written communication skills with both internal and external audiences.
Salary: Competitive, dependent on experience. Relocation available for successful candidate.
