Anne McCarthy is HRL’s Chief Operating Officer and has been leading searches for over 17 years. Her experience also includes more than 23 years directing and leading divisions of New York City government. An attorney and skilled manager, Anne was the Executive Director of the New York City Environmental Control Board (now OATH) for many years, ran the city’s Section 8 low-income housing program, was the City’s Chief Contracting Officer managing citywide procurement of goods and services, and served as an advisor to several mayoral administrations on environmental, code enforcement, landmarks, procurement, and housing issues.

As the most senior executive for the divisions she managed, Anne was responsible for establishing the vision and communicating the mission of these organizations before legislatures, community groups, elected officials, and individuals. Her experience also includes budgeting and financial management, having managed a $160 million federal program, a tribunal with an operating budget of $12 million, and yearly revenue goals of $50 million, as well as citywide contracts worth $650 million. She has also led information technology projects for both mainframe and PC networked systems, and ran an agency emergency call center.

Anne brings her knowledge of management, law and government, and human resources to HRL, and has conducted hundreds of searches in the government and not-for-profit arenas. Anne graduated from Stony Brook University magna cum laude in political science, and is a member of the Phi Beta Kappa honor society. She also holds a J.D. from the George Washington University Law School and is a member of both the New York and Virginia Bars.
