Richard Bacigalupo (Rick) has been dedicated to the transit industry for over 40 years beginning at the Urban Mass Transportation Administration (UMTA) as Regional Counsel for the Chicago Region.  He subsequently served as General Counsel for the Northeastern Illinois Regional Transportation Authority (RTA), and was then tapped by the RTA Board to serve as its Executive Director, leading the Authority for seven years.

Rick subsequently moved to California and joined the Orange County Transportation Authority (OCTA) as its Deputy CEO.  After retiring from OCTA he joined Cardinal Infrastructure, LLC, assisting clients with navigating the complex Federal public transportation funding and regulatory environment.

Throughout this multifaceted and geographically diverse career, Rick has remained an active participant in the American Public Transportation Association (APTA), where he has Chaired their Legal Affairs and Legislative Committee, participated in two APTA international study missions, and served on numerous APTA task forces and committees relating to procurement and legislative matters. Twice elected to the APTA Executive Committee, he also served as Vice Chair for Government Affairs and Vice Chair for Management and Finance.

Rick also served as Chair the National Academies of Science Transportation Research Board J-5 Committee, dedicated to the initiation, review and publication of more than a dozen legal research digests on critical public transportation topics.

Rick is a graduate of Marquette University and has his Juris Doctor degree from The George Washington University. He is a member of the Washington, D.C. and Illinois Bars. Rick currently resides in Southern California with his wife Carol and will oversee Harris Rand Lusk’s West Coast search initiatives.
